Short Pause on Submission Form

Most submitters on our site seems not reading / ignoring the simple rules we have for submission. We clearly state that our site is a "Directory of directories" for niche or local/regional directories only, but we still got some general directory and even non directory site. So we decide to build this simple "pause" mods.
The idea came from FireFox extension/add-on installation. When we install new add-on for FireFox, there are 5 second pause before the install button enabled. This mods work similar with that, the submission form is hidden for couple of second to give time for submitter to read our simple rules/term, if they agree then it will show the actual submission form.
